Paul R. Lawrence of Virginia, to be Under Secretary of Veterans Affairs for Benefits. Mr. Lawrence has 30 years of experience solving management problems in large, complex Federal government organizations. Mr. Lawrence is a vice president at Kaiser Associates. Previously, he was a partner in the Federal Government practices of two Big Four accounting firms and a vice president in the Federal business units of two global technology companies. He has also conducted research and written books about Federal Government management. Mr. Lawrence graduated from the University of Massachusetts with a B.A. in economics, and has an M.A. and Ph.D. in economics from Virginia Tech.
